So how does this work. Like everything else in the managed migration the harvest is individual to the season, dam, and the size of the migration. A general alw was set up and then adjusted to meet the situation.

Yes, as general law still true however there are exceptions such as at Benton falls.  The reason being is that escapement is good and continuous throughout the season and we also observe a pre-escapement there of 250,000 fish before any harvest is allowed.  Also the “two thirds” of the river open is also variable depending on the system.  It used to be, not all that long ago, that one day a week escapement was thought to be enough.  And not long before that there was really not much in the way of any realistic or enforced (the key component) anything in regards to harvest.
