What is “detriment” in this usage ?
Hindrance.  Blockage. Stricture.  No fish passage.

The goal is to make the river as open to passage as possible. Fishways are imperfect but they get better and better as our scientists gain more experience. Adjustments are made as solutions and funds become available. At the Burnham dam a bypass channel is being built from the tailrace to the river channel below the dam proper to allow alewives/river herring that become attracted to powerhouse tailrace to egress from tailrace back to river for approach to fishway.
